Rafik Mansour, First Secretary, assumed his duties as Cultural Affairs Officer at the U.S. Embassy in Paris in September 2010, having previously served as Cultural Affairs Officer in Iraq, Public Affairs Officer in Algeria and Libya, and Political/Economic Officer in St. Petersburg. He has also served in Rome and began his diplomatic career as Vice Consul in Haiti. A specialist in the use of soft power in combating violent extremism, he will draw upon his own experiences at the center of the world’s hotspots to address the question and roles of culture in diplomacy.
